Application/Tech Delivery Manager – Singapore

We are seeking an experienced Application/Tech Delivery Manager to lead the end-to-end technical delivery of CEW initiatives. This role involves overseeing projects from inception through post-go-live support, ensuring predictable and high-quality outcomes. The successful candidate will provide hands-on technical leadership, acting as an escalation point for design, implementation, and engineering decisions, and will partner closely with business stakeholders, architects, and product owners to shape solution designs.

The manager will lead delivery using a hybrid Agile model, combining Scrum/Scaled Agile practices with traditional controls for regulatory and enterprise needs. Key responsibilities include driving engineering execution across multiple streams, managing cross-system dependencies, and ensuring timely delivery. The role also encompasses technical delivery planning, scope definition, estimation, dependency analysis, environment readiness, and release planning. Proactive identification and management of technical, delivery, and operational risks are crucial, along with ensuring adherence to the Bank’s software development, security, DevSecOps, and release management standards.

Accountability for all delivery milestones, quality gates, and compliance checkpoints is essential, ensuring audit and regulatory readiness. The manager will lead solution design and implementation discussions for APIs, integrations, and microservices, focusing on scalability, security, and resilience. Driving the adoption of engineering best practices, including code and design reviews, automated testing, and CI/CD pipelines, is also a core part of this role. The position requires a commitment to quality-first engineering, embedding testing, security, and performance considerations early in the development lifecycle, and monitoring delivery health using data-driven metrics.
